Paper Hearings

Matters not requiring in-person oral hearings are listed below. Those wishing to participate in these proceedings should respond by the dates indicated in the notices.

• Notice of Paper Hearing - Halifax Regional Water Commission (M12205)

  This is a hearing on Halifax Water's application to spend a total of $69,275,000 on infrastructure improvements as part of the Windsor Street Exchange Redevelopment Project.

  The amount includes $4,505,000 in previously approved funding for design work, plus $64,769,000 in estimated construction costs.

• Notice of Paper Hearing - Halifax Regional Water Commission (M12153)

  This is a hearing on Halifax Water's application for approval of Phase 2, Part 2 of the Sullivan’s Pond Storm Sewer Replacement, for a total project cost of $19,249,000.

• Notice of Paper Hearing - Halifax Regional Water Commission (M11672)

  This is a hearing on Halifax Water's application for approval of the replacement of Mt. Edward Reservoir #1, for a total project cost of $23,744,000.

Oral Hearings

The following notices provide details of upcoming oral hearings, including deadlines for those wishing to participate.

May 2026

• May 6 - Arjun Lal o/a Alpha Travel & Tours (M12571) AMENDED

  This is a hearing on Arjun Lal's application for a motor carrier license. The company operates Alpha Travel & Tours.

• May 19 - Devon Parsons (M12704) AMENDED

  This is a hearing for Devon Parsons' appeal of North West Community Council's decision to approve a Land Use By-Law amendment for 505 Lucasville Road in Lucasville.

  The new deadline to notify the Board that you wish to speak at the hearing is April 16, 2026, and the new deadline to submit written comments is May 8, 2026. 

• May 20 - Landrie Lake Water Utility (M12738)

  This is a hearing on Landrie Lake Water Utility’s application to change its water rates and charges and update its rules and regulations.

• May 25 - Emily Carroll (M12609)

  This is a hearing for Emily Carroll's appeal of West Hants Regional Municipal Council's decision to approve the rezoning of PID 45285103 on Old Walton Road in Upper Burlington from Open Space (OS) to Institutional (I), and to amend a Land Use By-Law to allow daycare centres within the Institutional (I) zone.

• May 27 - Town of Lunenburg (M12759)

  This is a hearing on the Town of Lunenburg Water Utility’s application to change its water rates and charges and update its rules and regulations.

June 2026

• June 1 – Treasured Memories In-Home Nursing Care (M11693)

  This is a hearing about whether Treasured Memories In-Home Nursing Care can proceed with its appeal before the Nova Scotia Assessment Appeal Tribunal for a commercial property in Yarmouth.

• June 2 - Adi and Doron Fleisher (M12682)

  This is a hearing for Adi and Doron Fleisher’s appeal of a North West Community Council decision approving a Land Use By-Law amendment in Planning District 4 (Prospect) and entering into a development agreement allowing for a stargazing facility at 5933 Prospect Road in Big Lake.

• June 3 - Municipality of the County of Antigonish (M12644)

  This is a hearing on the Municipality of the County of Antigonish's application to change the boundaries of its polling districts and keep the number of councillors at ten (10). 

• June 9 - GNF Commercial Management Limited and United Gulf Construction Inc. (M12750)

  This is a hearing for GNF Commercial Management Ltd. and United Gulf Construction Inc.’s appeal of an HRM Development Officer’s decision to refuse an application for a development permit for 1232 Bedford Highway in Halifax.

July 2026

• July 3 - Town of Stellarton Water Utility (M12805) Amended

  This is a hearing on the Town of Stellarton Water Utility’s application to change its water rates and charges and make changes to its rules and regulations.

August 2026

• August 10 - Doug and Crystal Vezina (M12815)

September 2026

• September 9 - Andrew and Irina Bardon (M11031) AMENDED

  This is a hearing on Andrew and Irina Bardon’s application to determine compensation owed to them by the Town of Mahone Bay for three parcels of land.

October 2026

• October 6 - Grafton Street Restaurant Limited o/a Attic Cabaret (M12406) Amended

  This is a hearing about an appeal by Grafton Street Restaurant Ltd., which operates under the name Attic Cabaret. The appeal challenges the Executive Director of Alcohol, Gaming, Fuel, and Tobacco’s decision to impose disciplinary action for alleged violations of Sections 44(1) and (2), 52(1), 64(1), and 76 of the Liquor Licensing Regulations, and Section 48(1)(f) of the Liquor Control Act.

  The hearing will begin on Oct. 6, 2026, after being rescheduled from an earlier date.
